Chief Executive Officer
Andrew Crawshaw
Andrew joined Millbrook Healthcare in May 2022 as Chief Financial Officer and was promoted to Chief Executive Officer in March 2024. Andrew has extensive experience in frontline public sector outsourcing across FTSE 100, SME, and Private Equity owned companies. He has an enduring interest in improving societal health outcomes and brings this focus and passion to his role. Andrew trained with PwC in London, graduated from Cambridge University, and is a ICAEW Chartered Accountant.
Chief Financial Officer
Tim Jones
Tim, our Chief Financial Officer, joined Millbrook Healthcare in June 2023. He brings extensive finance leadership and M&A experience across corporate and private equity businesses and is a fellow of the ICAEW. Prior to joining Millbrook Healthcare, Tim amassed over 20 years of experience in senior finance positions across various sectors, including technology, media and telecoms, engineering, and healthcare. Tim is married with two children, lives in Hampshire, and is a keen supporter of Southampton FC. He also serves as a Trustee of a cancer support charity
Managing Director CES
Mathew Inder
Mat has 22 years of experience in commissioned services and has been a key member of the Millbrook Group for over 14 years. Throughout his tenure, he has driven positive change in production, quality assurance, business processes, and continuous improvement. In 2021, Mat was appointed Operations Director, and in his recent promotion to Managing Director for Community Equipment Services (CES), he brings a grassroots understanding of the business alongside a clear vision for growth and improvement. Mat’s extensive operational and commercial leadership experience, combined with his positive outlook, is inspiring new ambition and direction within the CES division.
Chief Technology Officer
Ian Waller
Ian has over 20 years’ experience in senior technology leadership roles across healthcare and other regulated sectors. As Chief Technology Officer at Millbrook Healthcare, he is responsible for technology, digital platforms, data, and information security, supporting services delivered on behalf of the NHS and local authorities. Prior to joining Millbrook, Ian held executive technology roles at Bupa, where he led large‑scale digital and operational transformation programmes. Ian brings a practical, customer-centric focused approach, ensuring technology enables high‑quality services, supports frontline teams, and helps Millbrook deliver its mission of enabling independent living.
HR Director
Sally Moore
Sally Moore is HR Director for Millbrook Healthcare Group, where she is passionate about building inclusive, values‑driven workplaces that put service users at the heart of everything. With senior HR leadership experience spanning healthcare, further education, manufacturing and retail, Sally brings a strong commercial mindset alongside a deep understanding of frontline services. She is committed to supporting people to do their best work, so that the group can deliver safe, compassionate and high‑quality outcomes for all.
Director of Governance
Elaine Floodgate
Elaine re-joined Millbrook Healthcare in January 2026 after spending some time in the worlds of Insurance and Mechanical Engineering. She is a governance and risk professional with over 20 years of experience across public, private and not-for-profit organisations. Previously she has held operational management roles and this informs her approach to governance and risk, mindful always of the balance between being able to evidence that the company is working safely and legally, with the recognition that people are busy delivering to a contract and providing an essential service to our service users.
Director of Supply Chain
Paul Maidment
Paul joined Millbrook Healthcare in October 2022 as a Business Consultant and was promoted to Director of Supply Chain in March 2024. He has held senior financial roles in the aerospace, petrochemical, and regional newspaper industries. Recently, Paul has focused on business change improvements and system implementations. He is passionate about helping Millbrook Healthcare navigate economic challenges within the community equipment environment. Paul trained as an accountant and is a member of the Association of Chartered Certified Accountants. In his leisure time, Paul enjoys watching Southampton football matches and has shares in several racehorses.
